Idea #14917: Central equalizer controller

Rationale
Create an equalizer application/settings panel that would control equalizer settings in a central manner.

Many applications have their own way of configuring this, so maybe it would be a good idea to put a common place to do it instead.

Pulseaudio supports per-application based volume settings, so maybe it would support per-application based E.Q. settings as well?

I don't use equalizers but know a lot of people who do. It's great idea and with pulse audio it could be possible. But maybe make an effect panel with more than just equalizer (reverb etc. - just for FUN, probably LDAP could be used)?
