Rationale
Use only one workspace for the installation window when installing using Wubi.

As there is no panels available in this case, it can be confusing (because you can move the installation process window to workspace #2 with no availability of opening workspace #2 and bringing it back)

The first time a new user uses Ubuntu, they will most likely try out the liveCD beforehand.
If you only have one workspace available, how can people play around with this cool feature unless it is available on the cd?

If you meant something else, sorry..
Ubuntu to strive to be as consistent as possible, and that means keeping all features present, even during installation...(of what? may I ask. I assume you mean Ubuntu itself)

I often install using Wubi, so I forgot about the default live-cd installation! Guess this isn't such a big issue then...
