Rationale
As an owner of a small-screened laptop one thing I value most in an OS is real estate. Using a global menu in the OS is a great way to add just a little bit more room for the programs themselves to run.
NOTE: I'm not saying we should make Ubuntu look like a Mac (though you have to admit, they're sleek and stylish, and very user friendly).

What the heck is a 'global menu'? (and we'll have to admit macs are overpriced and user subjugating)

It's a single menu at top of screen. All open windows move the menu to this when they are activated.
