Maybe include it inside the ubuntu file system.

Compiz have some dashboard functionality.

Though, I agree that widget should be simpler so anyone can create them.

I'd like to add to dotancohen's point that KDE can use widgets built for Plasma, but also ones built for SuperKaramba, Dashboard, Google Gadgets and Enlightenment. There are more engines being worked on (Yahoo, Opera, etc.)

Well KDE has it, but on the image is running on Gnome which so far I know, don't have it.
