Rationale
It is apparent that there was a lot of discussion about themes this time. This time, lets have a large theme challenge thing. Anyone who wants a theme or wallpaper in the next version of Ubuntu can submit it in one place. Then, as the next release rolls around, everyone votes. Perhaps in brackets.

One thing I forgot to mention, the runner ups should be installed with Ubuntu, but not the default.
