Why should we hesitate to include Koha, which is an award winning open source Integrated library system in the Synaptic?

uhm, you really should include a link to programs you're talking about.

Tip for needs-packaging: That queue is huge, with a glut of Brainstorm-inspired packaging requests.

And most of them will sit there, ignored, until a volunteer steps forward on Launchpad.net to maintain the package. (Just find the bug and add your volunteer comment to it)

A Google search shows an attempt to create a koha.deb. If it gets into Debian -again, assuming a volunteer steps forward to maintain it- Ubuntu should pick it up automatically in the following release.

Great idea ! There are currently very few (if any) Library programs available in Ubuntu repositories, or any other Linux. They are available for Linux, but tend not to have been added to repos.

A request for Koha has already been sent to Launchpad to be added to the Ubuntu repositories , along with a number of ILS (integradted Library Systems), including ;

This is an extensive list of some very good free open source integrated library systems (ILS) used by businesses, universities, local councils, governments, etc.

These can operate on Ubuntu servers, and clients.
Large organizations need methods for managing all their documents, knowledge-ware, and (digital) media. With even a few of these programs available, Ubuntu would find some new areas of useful application, which gains it introductory footholds in these big organizations.

Because part of the function of these programs is to manage the lending (hiring) of items in general, there will also be many more useful applications.

are you a librarian or manager of knowledge?
Know others involved?

May be it's time to get some knowledge managers working on some projects at Ubuntu.

And the skills may be very helpful for what Ubuntu is doing also.
