Blanks screen does not save power or save life on all monitors (e.g. LCD). In fact, white is more power saving than black sometimes.

By blank screen, the poster would have meant blanking it via power management. That really does save power, and lots of it - as it turns the backlight off. With power management modes on all monitors now, it should be the default.

Also, why is the minimum power management screen blanking via the GUI 11 minutes? It seems way to long for battery power mode on a laptop.

Also, screensavers with flashy graphics use more CPU.

I think is better to DIM the screen, like Xbox360 does.

If I want to turn off my backlit laptop screen, I use either of the following commands:

sleep 10; xset s activate
or
sleep 10; xset dpms force off

sleep 1; gnome-screensaver-command --lock; sleep 10; xset s activate
will also lock the screen.

I assume these commands will work on other monitors as well.
