Rationale
SCreen settings such as resolution, wallpaper, powermanagement, monitors should be together at one application.

i mean power management of monitor, screen, not whole computer...
for ex, power off monitor after.....

For the power management, and the fact that I don't think screen's resolution (and screens resolutions) have anything to do with my desktop theme (but system sounds does).

Good idea, except for the power management part. Just have the button there that pops up the power management dialog, just like it has now. I do think that wallpaper and the rest of the monitor stuff should be collected into one application, though.

I think it's wise to keep the Desktop Environment (per-user) and System (global) settings apart, because they are simply too different. Setting a wallpaper does not have much to do with screen resolution (and the fact it's together in Windows is just one of its thousands of stupidities), so it may be best kept as is.

I would say that it's best to emulate Windows as much as possible here so that users can find what they're looking for. If I want to mess with power management, the first place I would look is for something called "Display Properties." The first place I would look to do that right click my desktop and then click "Properties."
