Idea #12485: Consolidated Theme Viewing, Commenting, and Voting

Rationale
We need a consolidated/unified theme area. Themes are obviously one of the most popular and controversial topics in brainstorm (http://brainstorm.ubuntu.com/search?keywords=theme&ordering=mostvotes ). It seems haphazard, inefficient, and even inappropriate to have a new brainstorm just to promote a single theme. (themes really aren't ideas...)

Right now it seems the only real official theme oriented site is:
https://wiki.ubuntu.com/Artwork/
https://wiki.ubuntu.com/Artwork/Incoming/Intrepid (for 8.10)

Which has a terrible or no interface for searching, voting, and commenting.

An official theme site with easy access, voting, commenting, searching, etc. would really help theme development and promotion, as well as give a more accurate public opinion of themes. (Not to mention keep theme spam off of brainstorm.) Due to the popularity of Deviant Art (and this brainstorm: http://brainstorm.ubuntu.com/idea/384/ ) perhaps we could even integrate it with deviant art somehow... In the future this could also be a good place to host and search for existing themes, not just potential ones.
