This sounds borderline illegal, especially the last part of your idea. Pay for your own internet access or use free wifi spots... don't traffic sniff and piggyback on someone who has paid.

I feel like emphasizing security will raise awareness in the general population. The good news about this is that windows isn't secure and linux is.
So, even though wireless isn't a linux issue, it'll get people to start thinking about security.
Plus, you can brute-force any network now days (wpa, wep, wpa2) unless it has radius authentication (from what I understand).
I don't think that making it harder for those with bad intentions should outweigh the positives of making it easier for those with legitimate uses such as penetration testing or recovering passwords.
Lastly, those drivers/etc. are already available, just difficult to compile and patch. Making them available on ubuntu would persuade those who use other distros (like backtrack) to come to ubuntu. Those are smart people and would really add to the community.

While this could be abused, I don't think this is illegal. This is a nice tool for discovering networks. I have no problems using Ubuntu at home, but often when I go to the coffee shop or hotel, I have problems finding a network, even if one is available. Having a notebook/laptop computer is pretty lame if your wireless is not easy to configure. Windows handles this well. Linux, not so well... Not to compare Linux to Windows to knock it, but the truth is the truth. I love Linux, except in this area. Before you are quick to bury this... There is definitely some room for improvement here.

On a side note: I don't like your description. Your intentions are clearly illegal... unless your neighbor is your friend. Since your neighbor is not sharing the network key with you, I assume you are up to no good. Nevertheless, I still think this is a good idea.
