Idea #11515: Bid money on idea implementation

Rationale
Allow people and organizations to offer money for implementing a specific idea, feature or bugfix. Extend branstorm for performing and inspecting such pledges.

If volunteers and companies can earn money while developing Linux more resources will be available in the development process. And I would expect everyone will profit:
Those that pay money get attention faster, and can pool money to get their problems resolved cheaper.
Those that spend the effort get compensated.
Those that use free software benefit from extra features and bug-fixes.

Of course some people might argue that developers focus will shift from community issues to corporate ones, but I would suggest to understand that Free software is free as in freedom - not necessary free as in beer, and vote with your wallet.

This is kind of a dupe of Brainstorm Bounties.

Linux is already focused on corporate issues (ie - see who is getting paid to work on it) but that in it of itself is not a bad thing.

Though bounties could help balance this out. The approach of how it is implemented could help keep it community oriented.
