Adopt a 'N' click policy

Adopt a click policy to keep basic tasks super simple.

For example: let N equal 3. in 3 clicks, what can I do? Where can I go? What can't I do? Why can't I do that in 3 clicks? Is there any way we can make it so I can do that in 3 clicks?

Now, I understand you can't do a LOT of things in 3 clicks! this is just an example. But, the click policy might be something to keep in mind when choosing what software goes into Ubuntu :)

For Example:
In Firefox, I can get to my favorite websites in 2 clicks with the bookmarks menu. However, I can get to them in 1 click with the bookmarks toolbar.

In GNOME, I can launch any application very easily in 3 clicks from gnome-menu. However, I can launch my favorites with 1 click because of launchers on the desktop.

launching Gdebi from a package, I can usually install a .Deb package with 2 clicks. (counting a double-click as 1 click) In windows, I don't even know how many times you have to click to install an .exe XD
