It would simply serve as a gateway to completely new projects in order to reduce the amount of sifting through that is currently required on launchpad (each 'experiment' would have a brief description and a link to the launchpad project, similar to Mozilla Labs).
Some examples of projects that would benefit from this system are:

Maybe this is tangential, but I think the focus should be on actually showcasing an idea, as opposed to necessarily having an actual working model.
