Rationale
labs.ubuntu.com could be created in the style of labs.mozilla.com, and utilised in demonstrating and testing radically new ideas ('experiments') for the desktop.
I'm not suggesting that this replace launchpad in any way. It would simply serve as a gateway to completely new projects in order to reduce the amount of sifting through that is currently required on launchpad (each 'experiment' would have a brief description and a link to the launchpad project, similar to Mozilla Labs).
Some examples of projects that would benefit from this system are:

I'm sure that there are many more, which illustrates the need for the site.

Maybe this is tangential, but I think the focus should be on actually showcasing an idea, as opposed to necessarily having an actual working model. Perhaps flash movies, screencasts, animations and visual markups could play a central focus? --Basically creating a space to ask users 'How would people like this?', and getting feedback early in the development process.
