I think the general idea is to speed it up with each release, yes, so that's a valid point. Not very specific, but valid.

I agree spec for spec it is probably slower than XP, but it is probably running so much more, compiz etc. It also doesn't suffer from the slowdown boot after boot.
It is also far and away faster than Vista spec for spec.
If you want it to be faster spec for spec than XP go with Xubuntu, or Fubuntu, as somehow XP actually works with 128mb of ram, but Ubuntu can't, Xubuntu on the other hand flies with 128mb.
This is a case of comparing apples to oranges.

I think this is vastly more important than any given feature.
Ubuntu's really neglected speed and stability for flashy stuff in the last few years.
I'm amazed people don't think this is important.

Agreed. I've been using Ubuntu since 5.04 and I hate to admit it, but Ubuntu has always felt rather sluggish (compared to my snappy Windows XP). Here's an idea: perhaps a performance vs. eye candy configuration setting could be implemented, with an additional link to an Ubuntu wikipage with performance tips.

Ofcourse speed is important.
But this idea is very vague and general and probably what the originator feels is not true for many people - I certainly don't find that Ubuntu feels slower than Windows, I actually feel the opposite.
If you have a performance problem, then try to find out what's causing it. If for example the eye candy is slow, then check if you are using the right driver for your video card, and not a generic version that doesn't support 3D acceleration, for example.
