View the idea:
http://farm4.static.flickr.com/3099/2631616390_a1c79cb507_b.jpg

http://farm4.static.flickr.com/3102/2630811421_1ccd353665_o.jpg

The Ubutnu is a popular distribution, and the choice of their standard theme should be made by all by voting. And not by a small group. The community can elect the theme through the Ubuntu Brainstorm.

For the choice of a new theme that is the satisfaction of the majority that idea is essential.

---------------------
Edited:
Initially thank you all. This idea may help it to developers in the choice, and can have an extra theme.

Can serve as a basis for changes in the theme chosen by the team of Ubuntu, even if the popular themes are not adopted.

This idea will help.

I think this would be a good idea, but it would have to be very structured. For example, only moderators, (or developers, or whoever's in charge here at Brainstorm), could submit themes. These themes would be WORKING themes submitted to the devs. Then the devs THEMSELVES would take screenshots, to make sure the screen shots actually show off the theme, and not other applications, (one of the reasons WallLight looks so great is because of AWN and Widgets, which are not actually part of the theme). Plus, maybe all themes should have the same wallpaper? (So people don't vote just because of the wallpaper) Or, for even more work for the devs, make categorical voting, so you vote on all aspects of the theme, which all add to a total average. Also, I think a new theme should be TOTALLY new, because some might not like a certain theme just because the icon set in the screenshot is not what they like.
Anyway, all of this would be A LOT of work for Brainstorm to implement, so I don't think it's going to happen.
