Rationale
Many people want to contribute to Ubuntu, but don't really know how. Some are developers, others just want to help testing things, translating, etc.
How about a site where you can sign up as want-to-be-contributor, and specifying your main abilities/interests, i.e programming(language), ui-tester, translator, etc. The site could then make suggestions on what you could be interested in helping. People already helping could also use it for finding contributors to their own projects.

sealview, the participate page is pretty empty compared to what I was thinking. For example, I'm a java developer, I go to participate, development, and I really have no clue what can I do for ubuntu.
Moreover, this idea could be thought as a mayor revamp/improvement in the community/participate section of the ubuntu site.

Thanks Primo, I'm seeing that idea and yes, this could be marked as a duplicate, but there's a (maybe? subtle) difference:
This idea also propose a backward approach, A volunteers, then B searches for people (under some certain abilities/knowledge criteria), finds A, and requests for his help. B could be either a physical person or just a human-resources-assigner-process.

Yes, it's similar to 9810, but again the focus is in A being a volunteer with his skill-set, and B contacting A, instead of B posting a 'wanting A' and A finding it. Although I guess both ideas could be easily merged, right?

So, if I well understand, is like that:
Do not ask what Ubuntu can do for you, but ask what you can do for Ubuntu.
Anyhow I already said I like the idea.
Pasto, I also TRY to help improving the Ubuntu in my small design way, and would love to have the opportunity to work IN A TEAM on a designated site, where any kind of developers, translators, designers, etc can work on ideas or applications centralized and clean.
I'm also +1-nig.

This could be integrated with idea 9810. The website could show you jobs that fit with what you want. Please send this idea as a response to my email about the Ubuntu Wanted site at the ubuntu-devel-discuss mailist, I think it can get quite insteresting.

Brainstorm is one way to participate.
The forms of participation you have mentioned are already available - but you have to hunt around quite a bit to find them.
Most people might not even imagine they are present.
The sooner a person sees what can be done, the sooner they may start thinking "Well, what can I do?".
Hidden away - it'll take a long time.
All sections where participation is possible, could have the same submenu with links to the other sections. That way it becomes very easy to find out the broad range of involvement possible.
Would you like to have a link to the "participate" section, in the Brainstorm menu?
My opinion is;
"Please Brainstorm and Ubuntu webmasters - Please put more cross links in your web pages, to aid the (objectives/purpose for visit) navigation of these web sites."

Some more thoughts on this:
I don't think this should be placed at the same website as Ubuntu Wanted(http://brainstorm.ubuntu.com/idea/9810/), at least not at first. I'd work this idea out and create a separate site for it. Later on integration using APIs would be perfect. However, a concern in my eyes is how to show someone's potential. Letting people know your level of C is moderate is easy, but how do you qualify yourself as someone that has enough skills to join e.g. the Ubuntu BugControl team?
