You should be able to drag the font tarball into the preferences program just like themes.

It does come with a basic font software for .ttf files to preview them.

And let programs know where to find them.

There are some programs around that manage their own fonts.
It would be handy if there was some way, they could be helped to discover other fonts on the system.
One way to do this might be to use links - the links might be to the folder, and permit showing files of certain types only. Another way might be to generate a link for each font that "can" be used by the (legacy type) program.

+1 yes font management needs and improvement.

I don't know how this ended up a duplicate of 303. A font repository with a GUI is completely different from downloading misc. fonts and installing them.

Though I really hope that any font repository GUI will help people understand character encoding better.
