There is a huge number of windows users, many of which will over the next couple of years be facing yet another costly upgrade.
Some Will be motivated to change to Linux.
The easier it is to migrate, the More will do it.
A section especially for users who have come from a windows background, will allow them to fully express their desires.
The seasoned Ubuntu user hardly even needs to see the topic, let alone take an interest.
It then becomes a matter for Ubuntu, to decide as to how much will be done to make things easy for these new people.

If these people's points get responded to (no matter how trivial they seem to expert linux users), then Ubuntu is going to make an (very large) impact on the world economy.
ie. Each office and home PC replaced every 3 to 5 years with an OS costing a couple of $100 each, no longer needed. Downtime, expenses, and loss of profit due to crashes, reboots, virus attacks, seriously reduced.
Not to mention the effect on the proprietary software manufacturer market.
This could also lead to more programmers getting involved in Linux projects and changing their business model.
