Description
The system seems to go slow when updates are available for download, but haven't been downloaded and installed yet.

Is the system going in to some sort of loop to wait for something which doesn't happen, and it spends a lot of time waiting.

Maybe waiting for confirmation to download.

Feisty fawn version.

It's a bug that you are describing.
You should report a bug in Launchpad (see the link in the status box) instead of posting here, which is for ideas only!

Idea Suggestion

Maybe put a link to "launchpad" in the side bar on the left.
With a small description e.g. "report a bug (problem)".

=======================================

If we go somewhere else to report a problem, then where do we go to report a possible solution.

That would save having to manually tell anybody that makes this same mistake, each time.
And it helps the message get through to where it needs to go.
