Freemind ( http://freemind.sourceforge.net/wiki/index.php/Main_Page ) is a free mindmapping software. Its' current version is 0.8.1. The version in the Ubuntu repositories is 0.7.1.
There are also plug-ins available from Freemind's site but not from the repositories.
Please update.

When I create a new file (for example, on my Desktop),
it is automatically world readable, that is its permissions are (output of ls -l)
-rw-r--r-- for a file or
drwxr-xr-x for a directory.
Every user has his own group by default, so the disturbing thing is the file is
world readable.
I suggest setting a safer umask (not the default 0022), to prevent others from reading private files.

For instance, if you plug in a USB device that is malfunctioning or not detected correctly, errors will be generated in the System Log, but nothing at all will happen in GNOME. Things like this should generate friendly graphical error balloons so that people at least recognize that something's gone wrong, instead of just thinking the device was not even recognized.
As braaivleis points out, it doesn't have to actually pop up the balloon; it can be like the updates icon that appears, but only shows a balloon when you click on it.

Repositories of external software, may be of varying quality of use, my be available for only some hardware configurations and platforms, and some versions of Ubuntu.
A list of new Repos could be collated (users suggestions/recommendations for use or avoidance)(and Repos that are not listed in synaptic).
These could categorized by performance and reliability, platforms, and Ubuntu versions.
With comment section for discussion of issues.
New program developers could also submit their repos there.
There could be a section of the Ubuntu web site for discussions and sharing of information on programs used by Ubuntu users, which are not in the current Ubuntu repositories.
This section would be where people who are looking for additional software could go a find some good tips, hints, pointers as to where else to go and what to look out for.
Plus programs in this section that are found to work well with Ubuntu, might then make it onto the Ubuntu Repository, and maybe into an Ubuntu distro.

Store the dpkg available and status files in an SQLite database to improve performance, reduce file size, increase integrity, have better flexibility when searching and simplify updates.
The proof of concept has already started.

Performing other tasks (even trivial ones) can be a bit of a pain while update manager (or any front-end for apt/dpkg) is unpacking/installing packages. I often leave it running, forget about it, and then start wondering why the system is so sluggish.
Could the update manger be set up to run with nice/ionice values that assign it a lower priority than the other programmes running on the computer?

If someone can convince people that an idea is bad and it was voted as good, the brainstorm user should be able to withdraw it's vote... or the other way around. This voting system is too democratic literally, it attracts an "oops!" for some users. This is why it's "electronic" take advantage of this! It's not like i dropped the paper in the box or anything...
...Think about it!

I open a document with OpenOffice (e.g. a .ppt presentation), I browse through it and decide it's not the one I was looking for. When I close it, OpenOffice will ask me if I want to save or dismiss the changes. If you open 5-6 documents like this, it can be quite annoying...
OpenOffice should ignore the fact that I'm closing the document at a different page than the one it opened to...
Please push this idea upstream to the OOo developers...

When you unmount an usb flash memory or a memory card, sometimes you can read "Device safe to remove", but sometimes nothing happens (I think that the message is only shown when it was copying).
I think it would be nice to always show "Safe to remove".

Sometimes there is a dpkg failure and then synaptic asks the user to run "dpkg --configure -a"
It would be a great improvement if synaptic could propose the user to do it now, for example with an action button.
This action button would launch a terminal and prompt "sudo dpkg --configure -a" and shows the execution of the command
It would probably help newcomers that have such a problem the first time they try to use Ubuntu. We often meet new users that have such a problem on ubuntu forums

Ubiquity should set up encrypted swap, unless told not to. Because encrypted swap doesn't require inputting a password every boot, and it increases security against forensic investigation.
Developer comments
This was discussed at UDS-Prague. The main issue with this is that it is difficult to resume after a hibernate.

...we have them both on Ubuntu, but we don't have pyogre: http://www.python-ogre.org/
Getting things like this packaged up would be great for game devs.

The CAPTCHA on this site happens to be one of the few CAPTCHAs that make it harder for humans, but really have very little affect on computers.
As such, I propose that this site use a real CAPTCHA such as reCAPTCHA. reCAPTCHA has the following advantages:
1) Audio for the blind. This is in the spirit of open source (accessibility)
2) Refresh option for when it cannot be read
3) Solved words will help translate books from paper to the computer so we can all have free digital libraries
4) It will be easy to implement (don't have to come up with your own solution)

I like the idea of using applications that smoothly fit together and reuse libraries already loaded. Therefore, I'm trying to use mostly GTK+ applications when working in Gnome and mostly QT-based applications in KDE. When I'm searching for an additional application to install in the repository I'd like to have a swith to turn off applications building on one of these toolkits in order to ease the choice. Similarly, I would be interested to see the programming language used a bit more obvious since I'm a bit prejudiced and prefer c++ applications over python or perl-based applications.

There are still too much applications who have their own "network preferences" when you have to configure your proxy.
It makes no sense (or for very specific corner cases). Connection is something system wide.
I suggest that each application that doesn't use by default the system proxy ($http_proxy) is considered as a bug. It's even more important for application that doesn't offer this settings and consider that you should be directly connected to the internet (gdebi, xulrunner, ...). If a password is needed, each application should ask it (and not silently failed) but if you entered your password in your proxy preferences, it should never be asked at all (unlike Epiphany).
People using a proxy should only enter the configuration once (if it cannot be automatically guessed) and the proxy setting should be easily discoverable (linked to network or network-manager. The current "Preferences" is definitely not obvious). Then, all should work as expected for all applications.
