Currently using Normal or Extra Visual Effects in Ubuntu, you can't use Shift while alt-tabbing, which is unbelievably annoying. It must be fixed!

Apt-cacher should be implemented as a home network and server edition extra. Desktop Ubuntu should include a simple GUI to set this up and a simple GUI to choose/find automatically these servers on your current network. Kind of like Vinagre.

With tasksel, or "select packages by task" as called in Synaptic, you can right now only add functionality. It's impossible to remove anything (in Synaptic's implementation). Not even functionality you added yourself like "Kubuntu KDE 4 Desktop". What if a normal user just wanted to try it out, and how is that user going to figure out how to remove it afterwards?
Empowering "select packages by task" with the ability to remove "tasks" has to be done.

Have you tried in Synaptic->Edit->Select packages by task? It enables you to add, for instance, a LAMP server or the Kubuntu desktop with one click. Meta packages in other words. I think it would be awesome if that functionality was integrated into Add/Remove Applications.
One way to do that would be to add it as a category in Add/Remove Application's left pane. Or, a much more scalable solution, to separate the normal categories and the tasksel categories with a standard "separator" (or tabs in the left pane) and divide the tasksel packages into groups like "Desktop Environments", "Servers", etc.

On each comment there should be an indicator as to how the user voted on that idea. Maybe the comment "decoration" could change color - red for minus, green for plus, and the standard brownish color if the user hasn't voted?

... and include it in Ubuntu as default, because I just don't see why the user should have to open up the enormous GIMP just to be able to do some simple cropping or resizing on an image...
There also needs to be a simple plugin for editing colors. Like changing the amount of color in the image, contrast, etc.

Here's the idea: cache the default desktop into memory at the login screen so that when the user logs in, the loading time for the desktop is slim to none. Seamless login you might call it. With Hardy Heron seeking to solidify and make transition periods in Ubuntu smoother, I think this fits quite comfortably in the idea pool.

And while you're at it, make the search box globally accessible on the site so you don't have to go back to the site's start page every time you want to search...

Text Emblems on Icons!

Many icon emblems aren't very good, too small, or non-existent, which in the latter case makes the icon use gnome's original emblem icon. Not very desirable. When you have really big icons on your desktop, the emblem icons don't scale very well and tend to remain small, which looks really bad. As if that wasn't enough, It is impossible to assign icons emblems at all when they're on panels. You might want to do this if you have panel of big application icons.
There are many problems regarding the emblems, thus I suggest the idea of text emblems on icons. This could be achieved by simply adding a checkbox next to the "name" input field in the preferences of each icon called "Use as emblem", or something similar. This would not only be helpful on desktop icons and icon's displayed in a nautilus window, but it would also make emblems on panel icons available! And just to clarify, the name would not be displayed in two places of the icon in the same time. Rather, the emblem text would replace the normal name text if it was displayed. The emblem text would also scale with the icon, making it esthetically appealing.

Launchpad is a great platform for software development, and in the bug-reporting department, everything is fine. But it seems that the effort to read and evaluate user's blueprint is often left much undone. Take a look at this picture: http://i34.tinypic.com/1zhvh1.png
Those are all of the blueprints I have registered on Launchpad. But as you can see, not even one of them has been evaluated, and I wrote many of those several months ago! I hope you agree, so something will be done about this.

Tasksel hardly works. I tried to install kubuntu with it, but it removed my original gnome installation first! And in Synaptic you can't even remove stuff with tasksel, but don't try removing stuff with it from the console, because it will remove other things randomly...

When you copy/cut a file or folder and you then remove it to trash before you get to paste it somewhere, Nautilus (or whatever handles the copy/cut mechanisms) does not follow that inode (if that is the correct term) to the trash folder. This must be fixed!

This is not an idea for the Gutsy release in particular, but rather for Ubuntu and Linux distributions in general. The idea is to start (or possibly continuing an existing project) a third-party software management effort; in summary, this would to offer the user a way to easily install, remove, and upgrade software, and to offer the the developer a fully featured, modern, and distribution-neutral way to package software. This could possibly replace the current implementation of Ubuntu's "Remove/Add Software" program.

If you submit your idea at the wrong time of the day or you're having trouble promoting it because it is, for instance, an idea for _this_ site, it may not be getting all the attention it should be getting!
One solution would be to simply create a section for Brainstorm at ubuntuforums.org so you can have the whole community read your suggestion and go here and vote for it afterwards.
