Panel Deletion need double confirm

When using Xubuntu, it is useful to remove some item on the panel. However, it is also easy to delete a whole panel, or some essential area of a panel (e.g. notification area).

These are suggestion:
1) Panel and items on panel should have "no delete" option. Any attempt to remove "no delete" item need double confirm.
2) Panel itself and notification area should be by default "no delete"
3) There should be some handy way (right click), just in case all panels are deleted, user can restore it.

It improvement is not needed for people using Xubuntu quite a while, but is needed for newbie who is brave enough to reorganize the panel (especially I love M$ Windows style panel look and feel but I want opensource implementation).
