Download and install the newest packages in installation when network available.

It seems wasting time upgrading the softwares after the installation and installing the old software on the CD.Debian GNU/Linux provides the net-inst CD and ensures that what we installed are the newest packages. But what about Ubuntu?
1) Provide an upgrade option when network available during installation.
2) Provide a network install CD or include the function in the alternative installation.
*) Thank cheesehead for providing link I missed.
https://help.ubuntu.com/community/Installation/MinimalCD
But, is it possible to make it obvious and ease of use?
3) During installation, check if the package has the newer version on the repository. If so, grab the newer package and install it, else, install the package on the CD. (It works if the installation is package-by-package.)

A lot of people would like to know what's the best video card or audio card or whatever for Ubuntu. Of course, Ubuntu is supposed to work well with many different pieces of hardware. But sometimes it doesn't. Hardy x64 NVIDIA video has proved to be a case in point for me.
Right now, I just want to know what I need to buy in order to make it work, and I'm not finding that. Theory aside, I would like to know the hardware configurations that have been used extensively, with a variety of programs.

Simple, would be nice to have an option to add notifications, i don't personally like a mute system, and i hate system bell. Would be nice to have a plugin that allows the user to have sound for important notifications like errors and stuff.

Apply audio effect to a stream

I would be nice to be able to apply an audio effect to a stream.
Example, I apply audio-effect to 'microphone in' so when I talk on the microphone to people on Ventrilo or MSN, then they hear a different voice.
It can use a virtual vocoder which transform the audio.
So the guys I talk to hear me in a robot voice or they hear me in a girl voice.
It would be sweet. You can have voice like Jigsaw (from Saw movie), "Oh yes, there will be blood". Or stuff like "Resistance is futile, you will be assimilated", or "I know what you did last summer".

apturl is able to add repositories via URL (e.g. apt://foo.bar?package=baz). This feature is disabled since Gutsy.
Please reconsider this decision and enable this feature for Ubuntu Intrepid and future releases.
While it is true that third party repositories AND third party packages mean a potential harm to the users system, the current handling of third-party software is not consistent.
The success of getdeb.net and the launchpad PPA's show a demand for third party software. Installing a Ubuntu package via gdebi is easy and used frequently.
Even when installed from a trustworthy source, installation of single DEB-packages cause a security risk due to a lack of updates. IF the user decides to install third-party software, it seems just consistent to offer him a comparable easy way of adding a repository. This way, his software will get updated and he will decrease the risk of possible security holes due to outdated software.

Compiz Globe Plugin.

I would like a compiz plugin that made the desktop a compiz cube, transparent, with a 3d real time textured globe in the center, focused on the city/timezone of the local setup.
The globe should be lit where the sun is shining, and dark where there is no sun, but with lights indicating where cities are, and also real time weather, based on online satellite information.
The globe would also serve as a clock displaying the time in any number of ways as defined by the user.
Eventually the globe should have real time lighting, and we should include a sun and moon model, though either might be off screen at times.

Ubuntu on netbooks

Were from me a very good surprise on how successful were those Netbooks easily available on sale with Linux OEM - finally! =)
But well, since i were Ubuntu user since almost 4 years ago, and as i'm seeing Ubuntu as the most popular Linux distribution, and as well with the most active community, for me were a bit weird Asus-Eeepc and Acer-AspireOne coming respectivelly with Xandros and Linpus, which both seems to be rpm-based (fedora/mandriva/suse)
Of course i know there were websites explaining how can we replace Xandros and Linpus with Ubuntu, but would be more interesting an official and easier way about how to do it - and even helping Ubuntu (and Ubuntu-based, like gOS) being the most popular Linux OEM among all of those netbooks, as well as OEM on all hardware possible on sale.

When I boot up, the gnome menu should load up by default. I have to wait 2-3 seconds after clicking the menu icon for it to load. This load should have already been done, as the first thing many people do once booting up is to run a program via the menu. It is the little polishes like this that make Ubuntu such a great operating system.
(Note: This affects the Gnome Menu applet. I'm not sure if it affects the Menu Bar applet.)

I'm studying for the RHCE exam, so I use Red Hat besides of Ubuntu, Something that I love from Red Hat is that every time you use a Administrative tool and you get authorization to use it a icon appears in the notification area, it leaves after some time or you can just give a right click and select "forget this authorization".
It would be nice have the same in Ubuntu with gksu and that stuff

2 Things:
--Add a step during the installation process where the user will be asked if he wants to do some of the following:
- Install codecs (DVD, MP3, DIVX, ect... (all in the same time to avoid complications))
- Install plugin for Internet (flash, java etc..)
- Install proprietary drivers
- Configure graphic effects
- Configure an Internet connection
- Configure an e-mail account.(evolution)
- Configure a printer.
- Install a few of the most popular softwares (vlc , Amsn ,...)
And so on...
The kind of thing that everyone does when installing his system but which is not so easy for a beginner. On top of that everyone would win time. And if the user does not want to do those he just has to click next without clicking on any of them.
-- Ask if the user has used Ubuntu before during the installation, and if not propose a video tour during the first start explaining how to use the basics , but most of all, explaining how to install softwares (packages) and to consult Wikis and ask questions in forums and explaining what a free software is , which are often what lakes to beginners. Of course people that don't want to see this video tour would just have to click on one button and never hear about it again.
I think this would make first steps easier for beginners and faster for the others.

Continuous automatic saving

I propose a new feature that would go back in time on ubuntu, as is done in a web browser or with a VCR.
For example: I close by mistake a file without saving it. Today I lost all the data contained in my file. Imagine a function that would go back in time at the moment when I close and allows me to save it. I click and I go back to the moment I want.
Another example, my computer stops because of a problem with power supply. Once back in service I found my office and my data as they were when problem has arrived.
That would imply to save very frequently the operating system and programs state's by incremental save or snapshots...

I think it would be great to implement an account type that would have virtually no privileges.
I have sometimes wished that there would be a way of having the computer locked to one program (say a web browser, or a java applet,) and it would require a password for logging off this user. Making ubuntu into something like a kiosk at will, but you would still have a full os, so that you could manage this account from an administrator account, and you could have it locked to other programs.
This would be useful in schools (if you want the students to use an educational program, and not play games or browse the web), or in places like Library's, where you might want the public to use your computer just to browse the web, or search the library's database. Or other similar cases.

Family friendly security focus

Some PC operating systems have a reputation for being security "messes" (to put it politely).
So many families ask me about security risks associated with the Internet and Computing. (I act as many of us
do as System/Security admin for friends and family).
Ubuntu (all versions) could gain momentum if it became known as a safe, family friendly OS alternative to the dominant OS products.
Some specific suggestions I have are:
1) Try to always use plain language in communicating
security information to unsophisticated users or
if requested (e.g. at installation time).
Personal note: many of the parents I support are
almost computer-phobic.
2) Security updates (as a special case of the above)
should be communicated to the Ubuntu user with a
very clear summary of their urgency. I also
suggest:
a. "Help me understand this" button in dialogues
b. Updates as much as possible should not require
rebooting but if necessary allow deferring of
these required reboots.
3) To support 1) create profiles that support user
knowledge types.
a. advanced type (e.g. command line savvy etc)
