Layer based desktop?

I was thinking if it makes sense to have Layers on the desktop to segregate and re-arrange files/icons/programs.

For example, an office layer will have all the productivity software icons and a media layer will have all the entertainment software icons.

A quick drop down box can be used to switch between the layers. One can also have the option to enable or disable it.

Some segregation can be done using multiple desktops, but all icons appear in all the desktop areas.
