I think there's no need to explain what a LUG is (just in case: http://en.wikipedia.org/wiki/Linux_User_Group ).
It would be great if every Ubuntu user would be able to specify exactly the city where he/she lives, so when he tries to get "live help", a pop-up should appear, showing something like a google map with all the LUGs around his city.
More people would know these LUGs and could be helped by them.
New user would get a real, human, no-profit, support from other Linux Users.

Why?
Ubuntu is (one of) the most popular dists (more popular than opensuse?) so maby companies like Asus, Google or others would like to help sponsor Ubuntu as a way of advertising and in advance helping out the project.

If a file or directory is deleted (moved to garbage bin) provide the option to use Edit+Undo or Ctrl+Z to undelete files for say 30 seconds after.
This way is a file or directory is deleted accidently it can quickly be restored with an Undo command.

I often drag-'n-drop tabs around on in firefox to order what I am doing (work left, personal right). I do this on the taskbar in Gnome as well. In firefox it gives this little purple arrow showing between which tabs it will be when you release the mouse button.
I would like to see this on the gnome taskbar as well. This would make gnome again a little bit more intuitive.

The reason people stick to Windows is because of familiarity. They've been using it as kids. While there might be some flaws in Ubuntu, they can all go with increased awareness and familiarity of the OS. More familiarity means more ease of use, more ease of use means more user share, more user share means more developers, more developers means better code, better code means lesser flaws. So what the community should try on a voluntary basis is to push schools to teach Ubuntu in OS basics to kids. The little kiddie book that tells you how to click on the start menu and open paint in windows should also tell you how to click on Applications and open the terminal. If kids are made aware of the existence of another OS, and schools install it on their computers and make it readily available for the kids to use at home (CDs with school books), they won't find using Ubuntu a pain. They'll grow onto it and it'll be natural for them to use Ubuntu.
*EDIT->One more thing: more users->more developers also means more compatibility and supported applications.

I've got two monitors, and right now if I use the wallpaper settings in gnome it stretches the wallpaper across the two monitors. It does this even for the default ubuntu wallpaper. This can look really bad depending on the image. In order to get around this I had to get two wallpaper images and join them into one large one with the GIMP and set that as my wallpaper.
There should be a way in gnome to set a different wallpaper for each monitor.

Many workspaces option in Linux allows you to separate your work, why not allow users to have different wallpapers on each workspace. This allows for easier identification of which workspace you are on.
When used with compiz-fusion you can rapidly switch between your workspaces and the different wallapaper will allow you to quickly recognise what desktop you are on.
Currently this is natively available in KDE but not in Gnome. In Gnome you can't even let Compiz take over the wallpaper control because Nautilus doesn't allow for transparent backgrounds.
Other solutions like Wallpapoz are slow and when switching between desktops it takes too long to switch WP.

Wine-doors is a great program to works alongside with Wine, with scripts to help in the installation of windows programs, I think it would be very usefull if it were included in the repositories...

Right-mouse-click in nautilus should have an option to create a private secure encrypted folder (for example in your home dir or on your usb stick). All files and folders in this special folder should be automatically encrypted and still be usable like normal files (after providing a strong pass-phrase to unlock the folder).
In this way people/organizations/companies/governments who want to secure their usb sticks don't have to buy expensive usb sticks but can use average cheap usb sticks.

Ubuntu currently doesn't upgrade the kernel, it just keeps adding newer and newer kernels to the system.
Currently, the list of kernels installed on a Ubuntu system grows over time. This takes up additional disk space and adds clutter to the boot loader.
Ideally, older kernels should be removed automatically.
Maybe leave current and current-1, but not _all_ of them...

The point here is that Drivers manager should not only download restricted drivers, but it should solve all hardware-related issues where possible. I mean, it should recognize your hardware and download all the drivers available in the repos for you - when the drivers needed aren't on the install CD.

There is work under way to enhance the driver manager (called "jockey") to handle more drivers, e.g. printer drivers. Much of this should be seen in the next release.

I often need to duplicate photo's so I can safely mess around with the picture while still having a backup. In windows you had this feature of dragging with your rigth-mouse-button and then "copy-to" (folder). I would like to see this feature in Ubuntu as well.
Currently clicking the right mouse button, immediately opens the options dialog instead of waiting until you released the button.
You could of course do copy paste, but this means I either have to have two windows open, or that I have to switch between windows constantly. I would like to have a 1-click option for this.. :-)

when i was looking for sound converter, i found about 6 positions in synaptic
it would be great if i could turn on "moore info" and inside this window i will se some screenshots, reviews, maybe some videos etc
there is a great functionality in some package manager - user rating, more info about packages would be very good especially for new users
from the other side, every user should be able to write review,, add screenshotss etc very easily
this could be made with special option in menu - review this software (just like translate this program, report bug etc) - this would show a dialog with fields to fill - this way, community could rate each software very precisely
this data should be also available from web
imagine this:
user has just removed windows, and now he is looking for svg editor
he just opens package manager - chooses category "graphics" -> "svg editor" and he is able to browse through the catalog, watch some screenshots and videos, and finally choose which software is the best for him
there is ksnapshot, krecordmydesktop and other usefull apps for implemeting this

The new update on Ubuntu 8.04 shows you the multiple files uploaded when you drag and drop different files at different times.
A PAUSE button to pause the individual transfer would be nice.

I think that Ubuntu definitely should have a more seamless integration between the graphic environment and the core system. I don’t know much about these things, but there appears to be some issues between GUI and system permissions.
For instance, if I want to install an application that came with a .sh installation script, I have to start .sh file from a console. Why not implement a way to start it by double click of a mouse, like novice users would expect?
Or another example, when I want to for instance change ownership of a file by using a right-click menu in graphic interface (instead of console and chown) it gives me an error message that I don’t have sufficient privileges for that. So I have to use sudo Nautilus to start Nautilus in root mode to be able to change ownership over files. Wouldn’t it be so much easier and clearer if Ubuntu would simply ask for my root pass and make changes without having to run the whole Nautilus in sudo?
