basic idea:
I think that we as users would have much more impact on what is implemented and what not if there would be a centralised site where to propose anything Linux and FLOSS related.
More In-depth idea:
Canonical should create "Linux brainstorm" with association of other (major) Linux distros. Where ideas that affect the whole Linux community are proposed.
You can wish that something is implemented in KDE / GNOME or Firefox, but you don't know if it will really be implemented or not.
So if there would be an centralised site where user of whole Linux community would in their own name propose ideas and wishes the Devs would be more prone to make this ideas reality. We all know that devs prefer mailing list, or if anything maybe bugzilla but this two options are very unintuitive for normal user. And if there would be a site where ideas would represent the whole Linux communitiy instead of just one distro they would be more motivate or pressured to implement it.
Provocation:
Many times some users (Emacs23 mostly) said that the whole Ubuntu Brainstrom is pointless, I agree to some extent, Ubuntu is only one distro that doesn't have enough leverage to change anything if ideas would represent all distros there would be more leverage. And also there would be a more wholish lview on what is really important. As here in Ubuntu it seems that the only idea there is is make everything simple / GUI. But this maybe isn't even the most important issue for Linux and it's apps as a whole.
Delphi was a de facto for windows, once in time..
I think Linux needs such an easy tool... or easier...
Eclipse, netbeans and so on exists for Linux, but i think they are difficult and newbie programmers or mid-programmer cannot develop programs..
Have you ever developed a database application with eclipse from scratch ? it is so difficult..
The biggest point behind Windows's success i think,
1- easiness... according to dos and mac,
2- Easy program developing/writing...
So, to have a good/simple ide for Linux/Ubuntu would be very nice...
Ubuntu and all other Linux distributions tries to implement drivers at kernel level or something like that...
Why linux volunteers write driver ?
Linux should prepare only platform for device driver, not write driver code itself...
after the driver platform, any volunteer may develop driver, but DEVICE VENDORS SHOULD BE encouraged and helped to write drivers for Linux using that driver platform...

There is a huge number of windows users, many of which will over the next couple of years be facing yet another costly upgrade.
Some Will be motivated to change to Linux.
The easier it is to migrate, the More will do it.
A section especially for users who have come from a windows background, will allow them to fully express their desires.
The seasoned Ubuntu user hardly even needs to see the topic, let alone take an interest.
It then becomes a matter for Ubuntu, to decide as to how much will be done to make things easy for these new people.
Consider this possibility;
If these people's points get responded to (no matter how trivial they seem to expert linux users), then Ubuntu is going to make an (very large) impact on the world economy.
ie. Each office and home PC replaced every 3 to 5 years with an OS costing a couple of $100 each, no longer needed. Downtime, expenses, and loss of profit due to crashes, reboots, virus attacks, seriously reduced.
Not to mention the effect on the proprietary software manufacturer market.
This could also lead to more programmers getting involved in Linux projects and changing their business model.
